Should you use shoving shortcut when pot is 50% or more of effective stack?

Should I use shoving shortcut when BB has a massive chip stack and fold equity could be lower?

General rule is to shove from SB with ATC when folds to you in SB and pot is 15% or greater of effective stack

8 handed

Hero in SB with 28k

BB with 180k

3500/7000/700

80 players left

Bubble just ended

Folds to hero who has 2d3d

Pot: 16100

Pot is over 50% of effective

Fold or shove?

Risk reward excellent but fold equity low or non existent

What would you shove here with?

Part 2:

In retrospect, if I felt that BB was going to call with almost ATC,
my SB shoving range should be:

AA-22,AKo-A2o,KQo-K2o,QJo-Q8o,JTo-J8o,T9o-T8o,98o,AKs-A2s,KQs-K2s,QJs-Q8s,JTs-J8s,T9s-T8s,98s

which is just under 50% of hands...

this assumes BB would call any shove with all but bottom 25% of hands
AA-22,AKo-A2o,KQo-K2o,QJo-Q2o,JTo-J5o,T9o-T6o,98o-96o,87o-85o,76o-74o,65o-64o,54o,AKs-A2s,KQs-K2s,QJs-Q2s,JTs-J2s,T9s-T6s,98s-96s,87s-85s,76s-74s,65s-64s,54s-53s,43s-42s,32s

which is a fairly wide BB calling range
