Can You Define Speculative vs Non-Speculative Hands?

I understand small pairs (e.g., 22, 55, etc.) and smaller suited connectors or gappers (9 T suited, 9 7 suited, etc.) are considered Speculative and should be played multiway. When does a hand no longer fit into the Speculative category and it is better to thin the field to 1 or 2 opponents with a raise? For example, is J T suited considered Speculative?...are pocket nines considered Speculative?
