On the bubble with a short stack fold before you act

In a small tournament where 5 get paid and 6 are left - My "float the turn" push-fold chart says that with A9 suited this is a shove from this position with 8 bb even if you set it to 50% tighter range (maximum), but on the money bubble, and with average stacks of only about 13.5 bb and with an extreme short stack folded before you act, should this be even tighter and therefore a fold in this spot? I shoved all in but the HIT feature would only let me record it as a big bet for most of my chips. Thanks
