Resteal zone

 I was wondering if this was not a good resteal move,  or should I have just called or folded?  This was a live tournament and the knowledge I had on this player was that he would open from early position with a  wider hand range than what you would teach us.Early in The tournament he was first to act 10 handed and opened with Ace 7 Suited. Another time he opened from under the gun +2 with ace 9 off suit.He took for ever to decide whether to call my all in or not, checked his cards, counted his chips several times and then finally made the call. My other question is if we are in the re-steel zone what range of hands should we re-steel with against an early position raiser? Thank you
