River decision

Should this have been a flat on the river or is raise justified? LAG player UTG +2 is extremely loose; will fire multiple streets very wide, call down very wide, limp very wide. Thought I was value betting river. Passive action led me to believe other villain was on the weaker side. Thoughts please, thanks!
