River Decision

First off, caveat about this hand, the HIT tool wouldn't let me bet below $67 on the turn for some reason. I actually bet $40 on the turn, so on the river, the pot is in actuality $54 less. I didn't bet the flop because I didn't want to scare my opponent off. When he leads into me on the river, do I have to rip it there? Or, is playing it passively and conservatively the correct decision? My thinking was if I rip it and he calls, realistically he should only have KQo or KQs that I can beat, maybe KJs. Any other hand I would rip and he would flat would be a full house. River lead confused the hell out of me! Your thoughts please, thank you!
