Shallow stack poker and how to adjust your play

I play in a regular 1/2 nl cash game where the buy-in is $40-$100 only and the game is moslty a shallow stack game.  As you can see with the stacks i put in the HIT.  If it is raised to say $8.00 there needs to be $160.00 in the effective stack for me to call with my speculative hands and that is not possible in this game unless 3 or 4 people start winning.  Do I simply fold all the time or is there and good time to break the 5% rule with multiple callers?   if the game stays about like this i will never be able to call just raise.  Your thoughts.  thank you
