What does Voluntary Putting Money in the pot mean ?

I understand it literally means "Voluntarily putting money in the pot" but a question came up in my talk group.  If you dont see a flop, is it counted as VPIP?    Examples:  (1) You limp and there is a raise and you fold.  Does that count as VPIP if you didnt see a flop?  ;   (2)  You raise pre flop and no one calls and you win .  Does it count as VPIP? ;  (3)  Does VPIP take into consideration post flop play from the BB?   Why not if you are playing the hand.; (4) If a player limps every hand but folds to any raise, thus reducing their VPIP, are they considered tight or loose?

If VPIP is a measure if how tight or loose a player is preflop, does it really matter if the player doesnt see a flop.
